A couple memorable things are great wide adhesive tapes for attaching covers back to spines and sheets of the stuff for laminating book jackets and covering paperbacks and the like. You have to consider the ethics and understanding of materials at the time. You'll see loads of books, even older ones than yours, with what we'd now consider pretty horrible repairs. I used to work in a university library where textblocks that were falling out of their cases were held in place by putting grommets through the case----even parchment bindings----so that ties could be attached to hold the case closed around the book. From the point of view of whoever did it, it was a quick solution that solved the problem. And really, from the point of view of the person who made the parchment case way back in the day, it was probably a cheap thing to hold the book anyway; if the client paid more they would have gotten a nice leather binding with some tooling, right? So it's just because now we see them as old and precious that 1. it becomes an important object to preserve and 2. you don't do that by applying sticky-back plastic stuff all over a plate. That bookbinder at the Smithsonian was probably just doing what he/she knew how to do. And of course the paper turned yellow/brittle over time, not instantly, so often the restorer wouldn't see the damage he/she was causing.<br /><br />As to getting it off, if you send it to a conservator, there might be a way to do it with heat/solvents that affect the adhesive and release the plastic carrier. We can often get staining off too, depending on how much you want to pay for it. The fourth volume was a little slow for me because it had very little of the booklore. I am in the fifth volume, Blood Lies, right now.<br /><br />Because they are British, they are a little challenging to find, certainly not the sort of thing you find kicking around the library sale or thrift store. I was able to get all eight volumes in a variety of reading copies (one paperback, some x-library) on Amazon for very small sums. Normally I go to the used book databases and look for quality copies of books but I had only heard of this series but wasn't sure if I wanted to collect them the way I do other books.
